first of all am sorry for your mom , and i hope she will get better soon.

now for her pain,
u need to make some tests to see and know whats wrong
like X-ray and MRI
mostly the reason of this pain is from an injury from the past, bad posture , weakness in specific muscles , lack of training or bad habit of sitting/lifting weight.

Now the way to get better :
1) medication ( go to a good doctor in ur area )
2) physiotherapy ( take the full course even if she felt better or she ddnt feel that much at the beginning )
3) surgery ( which i believe should be considered as the last choice )

things for now :
go make the tests and scans
dont let her carry anything or work hard even if she feels better, let her rest, but not like not moving at all.

hope i helped

You definitely need to do exercises. Do daily stretches, and if you cant do that, lay on the edge of a bed, and just stick your arm out and stretch it out. Best of luck!

I reccomend that she tries some online programs, that's what I did to help my chronic shoulder pain. I will include a link below for her to follow and sign up. I used to suffer from frozen shoulder, and it was NOT pleasant. I followed some online guides, and sooner than later I was back up and running. Here's a site that was really helpful:
